I suggest that you do a Google search on "Output Driver"

In the Personal Computer world where everything has been mis-named from the
beginning, a driver is some code.

In the industrial controls world, a driver is a solid state device that
changes the state of an output.

A relay is a mechanical device that uses an electromagnet to close a set of
contacts.

If it were truly a relay it would be a simple matter to open up the EEC,
desolder it and solder in a new relay.

A driver is code that runs a piece of hardware.  Your problem is a bad on 
board relay.
