[Shotimes] Pennsylvania emissions exemptions?

Here in the "Hoosier State" they have only a few counties that have emission
inspection.  They are run by the local State operated community college, Ivy
Tech.  They have a full dyno operation for '77 thru '95 cars and trucks.
With OBD IV they simply plug in to the EEC.  For the SHOs, they run a full
dyno test, which I have failed numerous times...

There is no discretion in the testing because of the software program.  If
the inspector doesn't gas it right, or shift it right, he has to start the
test over.  with my SHOs, I have to go back to the stock MAF, pull the LPM,
and have a fairly new pair of cats.
