[Shotimes] Gen 3 for sale?

Hey all,

      I found a hunter green 99 with 79k on it.  The car seems to be in good 
shape, I am guessing the cams havent been welded but the car sounds good.  I 
am going to take it for a test drive tommorrow.  It at one of those small shady 
car lots.  The guy wants $4500 for it.  Now I looked it up on the kelly blue 
book and it says you should expect to pay $11k for a 99 with 79k on it?  Is 
that the normal price?  Do think it could be an R title?
