Nope! In MO, they had vans on the entrance ramps to the Interstate and it
sniffed you and took a picture of your plate. If you passed, they sent you a
bill for the emissions inspection and the certificate. If it didn't, they
sent you a form to take to a 'permanent' inspection station to be tested.
The tests were both the same price, just one required no appointment or
wasted time.

In the old days, cats were directional, like mufflers, and had arrows on
them.

I've installed a new pipe on a '91 with no EGR, and the cats will not 'light
off'. 
That is, they will not heat up enough to start processing the exhaust, no
matter how I drive the car.  The only thing I haven't done is to put it on
the track....the rest of the suspension isn't yet up to the task of
Thunderhill or somewhere else. 
I've driven it in 3rd gear at 80 mph on the freeway trying to get the
exhaust hot. 
No luck.  

The exhaust exiting the tailpipes is noticeably cooler on our hands than
Lowrider's, or the black car's or any other car I've taken there.  They're
acting like mufflers....nothing more.

The smog guy (a test only station...no repairs done there) has said he has
seen this happen before.  He doesn't know what to do.  The car has since
passed with the 10 degree timing plug pulled.  But it would be nice if it
would actually operate properly, since some day soon there will be roadside
smog sensors that will zap this car for NOx.

Any suggestions?
