Bruce: best way to get it solved, call him at 5 am EVERY MORNING, ask if he has sent your money.  Continue to call until it is resolved.

fee's from my bank before I gave up and wrote off the $278 I lost. I even
went and found a sympathetic Police officer (in the local town in Maine) who
went to his work 3 SEPARATE times and they guy lied outright to the cop
EVERYTIME!!! I had the guys home and work phone plus his home and work
address's but still no good if you don't show up in person.

And lastly it's "only" $136. How much do you want to spend to get this? And
how much time? I made over 30 long distance phone calls in about a 3 month
time span trying to fix my mess.

I would send multiple complaints to Ebay and you might get him kicked off?
Of course Ebay's complaint procedure leaves A LOT to be desired!!!
