With a stock, or just BOS type car, the biggest "performance" things to
change are really just the low rpm advance (some torque to be gained) and
then the fuel tables, to get away from the really rich WOT fuel tables.
Note both may/probably will require higher octane/good fuel to work right,
but the rest of the "tuning" stuff is for turning the fans on sooner maybe,
bumping up the idle if you have UDP's, etc etc.

Both do the same thing.  Assuming you are changing the same settings,
neither is going to have an improvement over the other.  They do the same
thing.
