It isn't the MTBE, it's "any" alky RFG fuel. I have recounted the tails of my living near Chicago and in Louisville (both who must use RFG fuel) and my gassing up outside of those areas, and both mpg and power increased dramatically.
Alky in the fuel is a '70s concept that only works on carburetor engines with no computerized engine management.

Yeah...we're loving every minute of that...!! Also, MTBE was supposed to be
eliminated a year and a half ago.....we're still waiting. When I'm outside of CA, I
get 2 more mpg in exactly the same conditions thanks to MTBE being in our gas.
