I would counter that 'most' folks work in the AM (and pretty much every
office I've ever worked at uses internal lighting no matter what it's
like outside) and aren't home using lights anyway. However, most people
are home in the evening, and having extra daylight (not everyone would
get home after dark with extra daylight hours in the evening) in the
evening could mean less internal light/electricity use.

The extra hour of light in the morning means you don't need to run the
lights in the AM. At night, most people would get home after dark
anyway, so that doesn't really matter. But you save an hour of
electricity in the AM.
