I don't know about that. The extra hour of daylight is typically around 6
to 7 am isn't it? I don't think most people are working at that time, but
rather getting ready for work.

I would counter that 'most' folks work in the AM (and pretty much every
office I've ever worked at uses internal lighting no matter what it's like
outside) and aren't home using lights anyway. However, most people are home
in the evening, and having extra daylight (not everyone would get home after
dark with extra daylight hours in the evening) in the evening could mean
less internal light/electricity use.

The extra hour of light in the morning means you don't need to run the
lights in the AM. At night, most people would get home after dark anyway,
so that doesn't really matter. But you save an hour of electricity in the
AM.
