That certainly is a good idea.  I see it as a measure of buying a little
extra time (hours?) before a leaky switch causes a short.  Brake fluid is
some pretty strong stuff.  It could eat through the gel and cause the short.
If you spring a leak while driving, the gel would give you time to stop the
car and cut power before a short occurs.

Of course, I would be totally wrong if the gel can withstand brake fluid.
Time for an experiment!!;)

It's probably some form of a dielectric grease.  It wil keep water out
of the connections, but does not transfer power from one terminal to
another (usually not at least).  It would not hurt to use it on
connectors to prevent water intrusion.

The soldering was the way to go.  Crimp together stuff is usually
asking for a problem.  I use some of the crimp stuff, but if it is at
all important, soldering is the right way.
