Well the stuff the original poster was refering to was NOT "Icky Pic".  He
was refering to the gel substance found inside telephone jacks.  The gel in
the jacks is placed there as a preventive measure to protect against dust,
moisture, dirt, corrosion, etc.  Icky Pic is different from the gel
substance found in jacks.  Icky Pic can be found in both buried and aerial
cables, and also is found in multi-pair buried service drop wires.  The name
Icky PIC comes from 1) being icky, the stuff seems to cling to everything 2)
PIC is refering to the cable coating which is Polyvinylchloride Insulated
Cable.  I might be wrong on the Polyvinylchloride part, it may stand for
plastic, my memory is failing me.  Either way it's a plastic type coating on
the copper wires.

you are referring to I'm pretty sure is known as "Iky Pik" and it's not
conductive and sticks to almost anything. You find it in burial cable. If
you can find it outside of being rapped up in  25 pair burial cable, it
would be good for repelling moisture. Maybe check with Greybar Electric. If
they don't know what "Iky Pik" is, you may want to try asking for cable
filling grease. It is petroleum based and I had to use a product called
HydraSol to clean my hands and tools after working burial cable.
