[Shotimes] no horn + airbag light

 The 32 code means-"Drivers side airbag High Resistance or Open".
Looking at the troubleshooting chart from Ford. Yes, the clock spring is
right in the middle of this problem!
Do you have the Helm manual?
The following can be your problem:
Poor connection where the clock spring connects to the main wiring harness.
Open circuit or high resistance in the clock spring windings.
Open circuit or high resistance in the wiring going to and from the airbag.
Open circuit or high resistance in the airbag itself.

I would remove and clean the clock spring and it's connections first. Remove
the clock spring assembly and take it apart. Clean the old grease and crud
out with acetone. Reassemble clock spring using silicone di-electric grease.
Or replace clock spring. It's pretty easy to get at the clock spring and I
would mess with that before replacing it.
