To address your question- if it was off by one tooth it might still run.
When I had crank cancer I estimated that the timing was retarded by about 20
degrees.  I don't know how many teeth there are in the lower cam sprocket
but I think there are more than 18 in which case one tooth off would be a
little less than 20 degrees.
