[Shotimes] Low Brake Pedal

Guys, my 95 MTX with 86,000 miles has a low brake
pedal. I put in all new pads about 4,000 miles ago,
and bled system several times. Now it seems to be
getting slowly worse. I plan to get out there in the
heat this afternoon and do a 4 wheel flush and bleed.
But if that does'nt work, what's my next step.
Do these Taurus have a booster that wears or do you
think it needs a new master? Brakes work well and ABS 
works fine. Saved me twice recently when some idiot
pulled out from a Stop sign.
