Have you removed the timing jumper and then tested it. It helps reduce the 
NOX but the car runs poorly. Pull it in the parking lot before the test. You 
had warmed up cats so that's good. Some people have put a quart or so of 
alcohol in the tank before driving to the testing shop too.

Post numbers it helps A LOT! The EPA sets the test procedure, unless your 
area has tougher standards than federal levels and I am sure there is a wide 
variation in how it's applied. So yes, try a different shop.
