  *now you see the confusion I am dealing with?????
  reason given:  the discretion of the test is at the hands of the inspector to "choose" what range of rpms that the vehicle stays at during the test.......based on where the vehicle appears to stay "steady" at for any length of time.........ditto huh????
  look at the rps of test one......when did that ever happen, not even at cold, cold idle, first start up.....or any other time I have ever seen.......EXCEPT when shifting.
