Sounds like EMRA might be what you are looking for. Not familar with NASA or
SATCAR.
Summit Point (WVa) also has a track based series they call "fridays at the
track" Similar type of venue. With an emphasis on driver training too.
Perhaps other tracks have something similar. However most of these allow
multiple cars at once, but limit passing, due to track costs.
Solo 1 or Hill climb might be exactly what you are looking for, but those
events tend to be rather scarce. They strictly adhear to one car at a time,
but full-tilt, against the clock. 100+ MPH is the norm. Try that going up a
windy mountain road with a 1500 foot dropoff to get your heart really
pumping!! (Chimney Rock, NC is one) But these are rare and most require
full-on roll cage / race car type safety gear. Not many streetable cars
there. A friend of mine (Todd Bowland, national champ) cut a tree in half
there at 80+ mph, and was glad for the safety gear. Almost everyone there
races some other series to stay "sharp".
Some Solo II / Pro-Solo / Auto-X can top 60-70-80 but not that many. 60-70
peak is the norm for the fastest cars. Most are lot limited. But I have
occasionally seen 95 in the huge Farm Show parking lot (Harrisburg).Since
auto-cross courses are designed on the spot for temporary use, there are 2
big disadvantages: 1) How much you will like the flow of the course is
highly dependent on the course designer, and the lot size, and they vary
from truly awful to terrific. and 2) You can't race the same course again
next week to compare your times that way.  But there literally hundreds of
events to pick from. If you get to know folks, they will tell you where the
events with the good lots are.
