Normally, rotors are balanced during manufacture, near the end of the procedure.  It
is not uncommon in my experience for there to be a bit of runout in rotor radial
width.  The balance procedure should compensate for this....a bit of metal has been
removed near the extra radius, or a bit has been added on the opposite side, perhaps
as something driven into a cooling slot.

The wheel and tire, being so much larger in diameter and having so much more mass,
are usually the culprit in a pesky minor balance problem like what you have.

If you like, for your own information, keep track of where the wide runout in the
rotor is, and see if it is anywhere near the opposite side of where you ultimately
put your finish weight.  You could just make a small mark on the tire sidewall, and
rub it off when you are finished.
