[Shotimes] Vibration or picky...again

I did another round with the front right wheel. Checked for vibration using George's balancing tips. Everything was smooth. But on the road, the vibration is back at around 70mph.
This time the vibration is in the steering wheel.
Does that mean the wheel is going from side to side? I can imagine that this kind of wobbling would not be picked up that easily using George's procedure, right, cause the wheel would need the ground to translate the wobbling into minor steering motions?
I have not looked yet, but I'm suspecting that perhaps the rotor centerbore section is either not perfectly flat, or is not perfectly flat against the hub. Sounds plausible?
