I agree, George. I would say "every time", but I'll be safe and say that 99%
of the time, a vibration at 70 mph is a tire (balance or round).

Not impossible.....but....

Are you absotively posilutely sure there isn't out of round type runout?
Did you
use the "put it in reverse and watch the tread to see if it wobbles"
routine?  All
it takes is a 32nd of an inch or so to cause an imbalance approaching the
equivalent
of one ounce static imbalance.

If the rotating mass is balanced....you say you have done that....and the
wheel is
centered (exactly!!!!!!!!!) on the hub, there will be (WILL BE) no
vibration.
