Few available options that I can visualize due to little space around it,
and it being an allen head bolt.
One option: Drill off the entire head of the bolt using a big drill bit and
/ or dremel tool.
When the last part of the head and head shoulder area is gone, the clamping
pressure on the bolt will be released.
Drill a small (appropriate) sized pilot hole and use an easy out to extract
the now headless bolt.
Since there is no pressure on it, it shouldn't be too tight.
