It depends.  Does either switch enable it to move?  If it works with
the driver's switch but not the passenger's switch, obviously the
passenger's switch is bad.  If it works with the passenger's switch
and not the driver's switch (which I don't think is possible the way
things are wired) it's the driver's switch.  If it doesn't work with
either switch (which is most likely) it's got to be the driver's
switch malfunctioning.

Lucky for you this is a 10-minute fix!

This is all assuming it's actually a switch problem.
