I know that this is preaching to the choir (well, those of us who are NMA
members, anyway!), but here's one guy's story in New York.

Subject: [Bulk] [911] New York Speeding Ticket Outcome

I asked for some advice on fighting a speeding ticket I received in
New York State (I'm in Ontario) a few months ago. I thought it was
unfair because I was accelerating to NY Thruway speed, 65mph, from a
55 zone and the trooper nailed me.

I had my day in court today armed with a handful of notes and
cross-examination questions to ask the trooper. I was crestfallen
when the judge announced that the officer was not in court resulting
in the dismissal of my case. The opportunity to display my legal
chops - foiled!

Lesson learned - don't automatically pay your speeding fines. While I
sat there, a dozen cases went before the judge. The dismissal rate
was exactly 50%. All of the dismissed cases were the result of the
police officer screwing up the preparation of the case.
