[Shotimes] cruise control

My cruise control doesn't work.  Fuse is fine, and it is hooked up to
the throttle.  I checked the FAQ, and it mentioned checking the vacuum
canister to make sure the lines are all hooked up.  I will check this,
but I wanted to know what else it could possibly be also.  Could it be
the ribbon cable in the steering wheel?  The horn works, so I'm
guessing no.  Maybe the cruise module itself?  Do they go bad?  I have
less than 2 weeks before I leave for PA and I want to try to fix it.
