We recently moved and I rummaged through old documents and dusted them off....
One such doc. is one I have looked for before........application:  engine starts with constant cooling fan on.......
the answer is found through the self-diagnosis on the EATC system readout through a test performed similar to that of the EEC, KOER and KOEO test.

They are very detailed and lengthy........other tests are for, blend door actuator performance, testing performance of compressor clutch, Blower speed controller, and pressure relief valve among others.
