Well, technically there is flow every time the pressure changes. Think of it
this way. Lets say you have a 1/2" diameter 1 foot long dowel. You push it
against the wall with a certain force. If you were to take a 5 foot long
dowel and do the same thing, with the same force on your end, the force that
the wall 'feels' will be the same.
In a temperature sensor, you would be correct in putting the sensor as close
to the original as possible. Temperature dissipates over distance. Force
doesn't at very low flow rates.

relocation kit, which will work fine.

How can there not be flow? It just stops and freezes?

Plus there are varying rates of pressure at different
engine speeds, oil viscosity, temp, etc...
