Pontiac motors were never really referred to as "big blocks" or "small
blocks". Their block sizes were all the same, and the heads were all the
same (essentially). The 400 head would fit on the 455 block, the 400 head
would fit on the 350 block, etc., so the "blocks" were all the same physical
size. This is unlike the Ford and Chevy "big" and "small" block motors .
Those motors were physically different sizes (Chevy had both small and big
block versions of their 400 motor). And as you mentioned, the other Pontiac
parts; exhaust manifolds, cams, etc, could also all be interchanged.

The 428 was a big block Pontiac motor. The 400 that was in the GTO was a
small block. The big blocks all had larger main bearing journals on the
crank. The rest of the pieces were pretty much interchangeable.

Used to have a '68 GTO ragtop with a 428 motor we shoveled into it.

69 only had the 428. In the newer body style anyway. Basically a GTO motor
but 428 not 400. 390HP. Other years had a detuned 455 which wasn't nearly as
strong. Passing gear at 80 in this thing was so ferocious it would almost
give you whiplash and it would lay down twin 6 ft stripes, yes at 80. I
liken both them and the GS Buick skylarks to the SHO for their "Go fast with
class" theme. Luxury, style and speed. There sure were a lot of lean years
between then and now for fun cars.
