[Shotimes] No EATC

I just picked up a 91 yesterday with a non-functioning EATC. There is no
display whatsoever, and there is no heat, no vent, nothing. I thought I
remembered a discussion about this a while back, but I couldn't remember
what the resolution was (I thought I remembered that it wasn't the EATC
at all, but rather some other component?).
 
Fuses have been checked, but other than that I'm at ground zero here.
Any ideas?
