There is a mark on the lower timing gear and a mark on the front of the oil
pump that should match up.  One way to do this is to put on the lower timing
cover and the harmonic balancer and then rotate the crank until the timing
marks line up.  Another way to do it is to look at the relationship between
the timing marks on the balancer and the keyway inside the balancer hole,
then rotate the crank until its keyway is in about the right place, then you
can find the mark on the oil pump.

When you get the belt on, you will then be able to carefully study the marks
on the 3 gears and compare them to the marks on the rear timing cover and
the oil pump.  If the belt is on right it will be obvious that everything
lines up.  If it doesn't look right then it isn't right.
