You shouldn't have to uninstall and reinstall at all.  Typically a virus will trigger that to happen.  Since well known anti-virus programs are useless if you have to install them after your infected,  performing a reinstallation is exactly what is needed to get your computer even more buggy.
 
This happened to me not too long ago actually,  I ended up re-installing the OS instead.
 
What exactly is getting through Norton?  Are we talking just spam mail or actual Virii?
