Double Ugh.
Every sleeved bearing that I've ever pressed required a drift(or punch) the size of the outer race (or extremely close to it!) so that the pressure is exerted on the OUTSIDE of the bearing, not on the inner race. If the inner race stuck out a bit, you used a hollow drift or one that had a concave part that didn't touch the inner race.
I'd ask the machine shop how they did their work and if you could look at their tools.
My $.03 (Inflation is still at an all-time low)

Tom,Leigh,
It just keeps getting worse.
I now have the knuckles out and inspected the bearings...and it's the sleeve that is loose in the bearing and the bearing grease is leaking out (on that side that faces the engine.) The sleeve can be wiggled and even moves back and forth by about 1/4mm or so in the axle direction!
How could this have happened except that the shop that pressed in the bearing+hub screwed up?
Either they pressed the bearing in by the sleeve, or they pressed the hub in against the bearing. Though, the guy in the shop said that if you pressed in the bearing by the sleeve, or pressed the hub in against the bearing, that the sleeve would pop right out.
Can you see any other explanation? I mean, if the hub and bearing are slightly out of spec with respect to each other, as you have proposed, could that explain the loose sleeve?
