[Shotimes] Third brake light

my 95 SHO spoiler brake light is not lighting and a failed inspection for
it.. They checked the fuse and it was good. Plus my regular tailight brake
lights work perfect.
What can i check for?? Bad ground?
My friend said it looks like its lighted but really dim..either way what
should i check?
