Ya gotta remember...those folks have most likely never been anywhere else in their
lives.  (All the more worldly folks have already left.)  Seattle or Peoria or San
Francisco are just places in outer space....no clue as to what is offered (by the
city, not by the rescuers), or what they could do when they get there, or what
strife they might face.

They know they are in a heap of poop, but at least they are familiar with it.  Fear
of the unknown is much stronger than that of well known poop.
