There is also the emotional component.  They have been under severe stress,
as in "I think I might die" for a week and a half.  Then they are put on a
bus and shipped off to a "foreign" land.  Now somebody comes up and says
"Hey, want to go somewhere else you know nothing about?"  For most, that is
just too much happening, too quickly.  Given a bit more time, I bet even
Peoria will sound good!  :-)

Ya gotta remember...those folks have most likely never been anywhere else in
their
lives.  (All the more worldly folks have already left.)  Seattle or Peoria
or San
Francisco are just places in outer space....no clue as to what is offered
(by the
city, not by the rescuers), or what they could do when they get there, or
what
strife they might face.

They know they are in a heap of poop, but at least they are familiar with
it.  Fear
of the unknown is much stronger than that of well known poop.
