Sorry to here this hasn't been easy to fix.
I'd suggest some basic electrical troubleshooting at this point since you
got no check engine light and no fuel pump. I'll include a schematic of the
IRCM from Pobst book. Confirm bat pwr and ign switch power on harness pins 8
& 13.  That drives EEC relay, and then it should work, and give power at EEC
or pin 24. I've heard the fuel pump relay dies at times. with power to pins
11 & 12, you should get the relay to work & give power to fuel pump at pin
5.  There is also another one at 10 & 11 with output also on pin 5.  I've
heard of several guys on the list who modded up an external fuel pump relay
rather than buck-up for an IRCM.
