They are wired into a circuit that comes on with the parking or head lamps. 
It happens to be variable, but it comes on with the lamps.  Apparently the 
module that's central to the system requires a signal to deliver power to 
the faces.  The on/off switch is momentary contact.

Why not bypass the switch and wire them directly into
the headlight circuit so that they turn on with the
lights?
