[Shotimes] Brand new fuel pump

After replacing a new pump and fuel filter,I tried starting and the pump did not come on nor did I hear the usual hum sound.I again drop the tank and double check all the connections.The connections are all good or so it seems.I get Marlene to turn the key while I'm under unpluging and plugging the contact back and still no pump.I don't think I'm getting voltage to the pump(the reason its not making its usual sound)Is it the IRCM that you can check for voltage?Does anyone know what pin  #s or color wires to check?Its on her '91.Help Please!
