In non plate config,  it's actually it's a fair bit more than that.  Spending some time with JD Gibbs at the JGR engine shop, and a little poking here and there, these relics straight from the days of the old testament will rev to ~10k and make ~900 hp.  The gear rule from last year mechanically limits RPM, which limits real world hp.  This was to keep the not so well funded teams from buying these $$$ exotic valve springs and such, and keeping everybody roughly running in the same rpm range.

With the plates on, rpm is limited to about 7400 and thus, ~450 hp.

What's more amazing than that, is they can build any number of 850 hp+ engines within 1-2 hp of each other
