It wasn't a 'cash on the spot' thing, I went down to the town clerk and paid
and got a receipt and everything. WI is weird. I haven't quite figured it
completely out yet but the smallest 'district' of government is a town which
is a 6 miles by 6 miles square. Some towns just maintain roads and then let
the county take care of the rest. Others, like town of Bloomfield have a
police force as well as a judicial system which handles town matters.

The town I actually live in, Sugar Creek, just has a building inspector
(have to get the permit from the county) and a road maintenance crew. There
are town supervisors and a town president and a town clerk as well. In all
cases, the town clerk collects the property taxes.

If you live in a city or village then they replace the town.

Paul,

I would bet that if the laws were checked closely, that $75 "Warning" 
would be illegal.  Also I bet that the money never got to the city, 
probably in someone's pocket.

Sure sounds suspect to me.
