[Shotimes] Key with only 3 pins?

My wife's 95 ATX has, I think, remnants of a police package. Her dash 
cluster says "certified calibration" (well, it was until I 'modified' it 
to help her evade a 15-over ticket), and her ignition key only has three 
pins in it. The door key has the standard 6 or 7, but her ignition key 
looks almost blank. Was that a police option? I can't discern any other 
police option items on the car; what else would there be? different 
struts? HD parts? I didn't think Gen 2s really had a police option...
