A big compression increase could also happen if you add a "lot" of oil. Only
use a little bit, say a medium squirt or 5cc. It still will increase the
compression some, so you need to check another cylinder too, a suspected
good one. What you are really looking for is a bigger increase in the bad
cyl, vs the the good one, to spot a bad ring seal.
Adjust the valve first, to rule that out. Also, it could still be a burnt
valve. That can be tested by adding air to the spark plug hole, with the
valves shut. It'll "whistle" if the valve is burnt / not sealing. You should
be able to tell the three things apart long before you ever pull the head.
The only other possibility is a leaking head gasket, and that should show up
with a major (or minor) overflowing radiator or water in the oil.
