The mask is a joke, paint the black (Krylon semi gloss)
Blue tape the black off and cut with a razor blade.
Paint it all silver, again Krylon metalic.
Wait a day and remove the tape, now paint the whole wheel with Krylon clear.
What ever brand you use, make sure they are all the same, Krylon, 
Rustoleum, etc, do not mix brands of paint as one may wrinkle the other.

Trim rings, $29.95 at Pepboys (at least they used to be)
