Tim,

I would remove ALL of the old filler !! The older stuff is nothing like
the new lightweight polyester fillers they have today. It would be a
shame to have the car all done only to have some of this old filler
crack or delaminate. There are excellent chemical primers now that
should go over bare steel and then put the filler over that. Our company
has something called CR or washprimer (Can't remember and it depends if
you are in California or not) that etches into the steel and then will
hold filler better than filler can stick to steel on its own.

To remove the old filler, unless you want a dust storm grinding it out,
a torch and a wire brush works wonders just do not get carried away and
warp the steel.

By the way if you wanted to reuse the old filler work despite the advice
you can ONLY do it if you media blast. If you chemical strip then you
MUST remove the filler regardless.

As for your question about replacing with steel ... send me a photo and
I can suggest what I would do. But with that said the best repairs are
made directly over metal ... steel or lead IMHO.
