[Tigers] FIller neck vent question

Ron is 100% right.  It is also a huge source of fuel smells that people
don't realize to check.  I seem to recall that for some years, the pipe was
metal across the center, with rubber/hardened something at each end going
to the top of the tanks.  It allows the gas and pressures between the two
tanks to balance back and forth.
