Hey, Mark:

Been there, done that.  Yep...the seal in one or both cylinders is bypassing fluid.  I'll bet you could squeeze the dust boots of both the slave and master and get fluid to drip out of one/both of them.  I've had good luck building my cylinders over the years, unless they are badly pitted.  Usually, though, a little emory cloth will do the trick.
