I would say the thing in your picture is a pump.  No MGA was ever 
born with a pump like that, but it is certainly possible that one was 
fitted to an MGA at some point in its life.  I know of no way to tell 
if it is 12V or 6V from a picture like that, unless it includes a 
part number that can be researched.  There is also the matter of 
positive or negative ground and what kind of pressure it puts out.
