Can't you just find another used one? The motor goes bad (my Tiger
had a bad one when I bought it in 1971) but can be re-wound by an
electrical shop.

Its a "regulator" and yes, it sounds like you have a problem that needs to
be fixed before you buy another one! Most likely you have a short to ground
somewhere that is causing excessive current to be pulled through the regulator.
The circuit is pretty simple:

  +12v -------o---------O-------/\/\/\/\-------> ground
            reg ^ gauge sender
                  10v
                nominal

If you disconnet the regulator and measure the guage/sender circuit to
ground you should see more than a few ohms (not sure but maybe 50-100).
If you don't have an ohmeter, I would inspect the wiring very carefully.
There is a black wire that brings ground to all the guages and if it
got put on the wrong terminal somewhere, that would cause your problem.
