Normally when a clutch is worn out it engages near the top. Also you
can normally make it slip by applying the brakes in 4th gear while giving
it plenty of throttle, if it is worn. It sounds like a slave cylinder
problem or an internal leak in the master cylinder. Does rapidly pumping
the pedal change it?
