This is correct. I think the idea is that they will use car
registration details to track and obtain tax. Classic car museums and
private owners who only transport cars to shows etc would lose out, but
I think the main concern was that people would no longer put their old
cars up on blocks in the garden and forget about it for ten years (read
"long term restoration"). If they had to tax it both on and off the
road then they are more likely to scrap it.

The horror story put about by some classic car magazines that every
classic car owner who only taxes for 6 months (stored for the winter)
is suddenly going to scrap their car is a little far fetched. The average
classic car owner with a 2000-5000 UKP car is more likely to pay up
the extra 70 UKP and complain over a pint.
