I'm not sure about this particular case, but in general many cars
which use a ballast resistor to supply the coil have a separate
circuit from the starter solenoid to the coil. Electrical system
demand is greatest when the starter motor is engaged, so this
circuit supplies full voltage to the coil (temporarily bypassing
the ballast resistor during starting) to allow maximum spark...
